There isn’t enough evidence to charge 19-year-old Isaiah David Silva with arson, according to the District Attorney. Silva and a 17-year-old were both arrested and suspected of arson during last week’s devastating wild fires. Witnesses say they spotted to people matching their description trying to set two separate fires. The 17-year-old had his detention hearing yesterday but no word on if he is being charged or not.

They were never accused of setting any of the fires that burned 20,000 acres and destroyed several homes. However if new evidence comes to light the DA will vigorously prosecute.

D.A. Bonnie Dumanis and Sheriff Gore are taking part in a summit about prisoner realignment and what that is going to mean for San Diegans. Prisoner realignment means that the state prisons will send nonviolent offenders to the county and the county is going to decide who to keep and who to release. It has the potential to fill up the county jails. They’ll be at the Jacobs Center on Euclid Ave at 9:00 AM.

San Diego City Council is meeting today. First this morning at 9:00 they are talking about some revision for next year’s budget proposal. Then at 2:00 this afternoon the council’s Environment Committee is talking about how to get plastic bags out or watersheds.

Keeping beekeeping in San Diego County is what the Board of Supervisors is talking about this morning at 9:00

Then at 1:00 Civic San Diego Board of Directors is talking about the process of bidding on Horton Plaza projects and the salary of the interim board president.

San Diego Unified School District is showing off some of its students work tonight at 4:00 at Liberty Station’s Conference Center. The students worked with some businesses to create products that solved a problem.

At 8:00 AM the San Diego Zoo is giving the press a sneak peek at the new $19.5 million dollar Tull Family Tiger Trail exhibit. It’s got over five acres filled with rocks, ponds, and trees in three separate spaces for the tigers.

Also at 8:00 Habitat for Humanity is building playhouses to give away to some lucky families.

And finally at 6:00 at the Reuben H. Fleet Science Center is showing videos from 11 finalists in a student videos contest about water conservation. The winner gets their movie shown before this summer’s movies at the Mission Valley and Plaza Bonita AMC Theaters.

This morning at 8:00 power company executives from across the country are taking about how they quote “operate, plan, build, regulate and invest in electric power transmission systems in Western North America” at the TransForum West conference. At first blush this may sound a bit wonk’ish but think about how much political power Sempra Energy has. Those are the kind of people meeting at the Marriott in the Gaslamp Quarter. These are the people that keep the lights on.

At 9:00 AM the San Diego County Board of Supervisors is meeting about their proposed budgets for the next two-years, regulating e-cigarettes and fighting Alzheimer’s disease.

San Diego City Council is also meeting at 9:00. They’re continuing the hearing on next years proposed budget. Infrastructure and public works are the topics du-jour.

This afternoon at 1:00 the Port of San Diego Board of Commissioners is talking about what they can do the deal with San Diego’s homeless problem and developing Chula Vista’s bay front.

California Department of Forestry and Fire Protection or CAL FIRE is talking to the press at 11:30 this morning about Wildfire Awareness Week at their San Diego headquarters on Jamacha Road at 11:30 AM.

Tonight at 5:00 the San Diego Unified School District Board of Education is celebrating the district’s Teachers of the Year at the Lewis Middle School auditorium.

And finally tonight at 5:00 San Diego County’s Office of Education is honoring several student filmmakers at the 13th annual Innovative Video in Education Awards gala. My favorite in the Kindergarten to Second grade category is “Eat, Potty, Play”

San Diego’s Top Gun themed tax video staring Mayor Faulconer, Councilman Todd Gloria, and former mayor Jerry Sanders.

Every year the San Diego County Taxpayers Associating hosts an annual event called “Annual Golden Fleece & Watchdog Awards”.

But it’s got a San Diego twist. Every year the Taxpayers Association along with some of San Diego’s top politicos produce their own video promoting the event and lampooning the news and politics.

This year’s Top Gun themed video starts our former mayor Jerry Sander, current mayor Kevin Faulconer and City Council president Todd Gloria.

San Diego Unified School District Board of Education is in the news a lot today.

First remember the 32 students suspended for participating in the now infamous twerking video?

Parents appealed for leniency and were denied. The School Board is upholding the “Sexual Harassment” suspensions of the 3 male students of color and 28 white girls. For more check out Sharon Chen’s story at fox5sandiego.com.

Second … Disappointing Mayor Bob Filner, the School Board voted 4 to 1 to sell some district land in Mission Beach for 18.5 million to developer McKeller Ashbrook. The Mayor wanted to city to buy the land for 11 million then to share future equity with the district. But the Board thinks they need the cash now.

And finally … The School Board changes its graduation requirements to include computer literacy. Students will now have to take a computer class and pass a test to graduate.

San Diego’s City Council is busy today too.

First they are looking at a proposal to limit political party contribution to local elections

Then they are going to talk about requiring contractors for the city to pay a prevailing wage in order to get city contract with a value over $10 million. Just so you know Wikipedia says a prevailing wage “is defined as the hourly wage, usual benefits and overtime, paid to the majority of workers, laborers, and mechanics within a particular area.”

At noon union janitors are protesting at San Diego’s Federal Building. They say new employment eligibility forms are a threat to their jobs.

Also at noon health care workers at University of California at San Diego Medical Center protesting for one-hour. They are upset about their pay and retirement.

And tonight at 7:00 the San Diego County Bicycle Coalition is holding a silent memorial ride for those bicyclists killed on the road.

Police are on the lookout for an armed man that tried to kidnap a San Diego State University student over the weekend. According to authorities the suspect… armed with a black handgun … tried to kidnap a 19-year-old girl but the young woman turned and ran away escaping her attacker. He is described as a white man, 30’s or 40’s, clean shaven, about 6-feet tall, 180-pounds, with short blond hair, blue eyes, wearing rectangular framed glasses, jeans, blue T-shirt, a tan jacket. Anyone with any info should call San Diego County Crime Stoppers at 888-580-8477.

San Diego’s Board of Education is going to take up the Twerking video controversy today. 3 male high school students of color and 28 white female high school students were suspended for making a video in which the young ladies were performing the provocative dance. Today the school board is going to talk about the severity of the sentence and the public can comment as well. Public comment will be held at some time after 2:00 pm at the Eugene Brucker Education Center, Room 2249, 4100 Normal St.

And in other government today both San Diego’s City Council and the County Board of Supervisors are meeting.

The Council is talking about changing some of its rules for outdoor dining and letting microbreweries have restaurants.

The Board is talking about incentive programs for people that put solar panels at their homes.

Sailors and Marines in the Peleliu Amphibious Ready Group return from an eight-month deployment today. While on deployment the group worked with many countries including Saudi Arabia, Kuwait, the United Arab Emirates. Coming into port are the amphibious assault ship USS Peleliu, the amphibious transport dock USS Green Bay, and amphibious dock landing USS Rushmore.

Conversely this afternoon at 1:00 the amphibious landing ship USS Pearl Harbor is deploying for four-months. They are slated to help with humanitarian missions in countries like Papua New Guinea, Samoa, and Tonga.

People for the Ethical Treatment of Animals has released a graphic video showing conditions at a Riverside County animal dealer, prompting officials to embark on what they described as the largest rodent seizure in U.S. history.

Animal control officials have euthanized the entire inventory of an animal dealer, including more than 600 reptiles and 18,000 rodents.The flooded warehouse where rats were stored.

Authorities raided Global Captive Breeders after receiving information from a two-month undercover operation at the facility conducted by PETA.

“It was the largest rodent seizure in the United States,” said Willa Bagwell, executive director of Animal Friends of the Valley, a private nonprofit agency contracted to provide animal control services to Lake Elsinore and other southwestern Riverside County cities.

The snakes were so emaciated that their ribs bulged out. Freezers filled with dead rats were also found.
