A sketch of a man suspected of trying to sexually assault an Escondido gym employee is making the rounds. Escondido police say the man hid inside the gym past closing then jumped out and attacked the female gym employee closing up for the night. The woman was able to fight off her attacker. Police describe the suspect as a Hispanic man, 35 – 45 years old, five foot five inches tall, shaved head, tattoo across his left ring finger and a teardrop tattoo on his left eye. He was wearing a white tank top, black shorts, black high top tennis shoes and white knee high socks. San Diego County Jails will no longer hold suspected undocumented immigrants past there release dates unless Immigration and Customs Enforcement has a warrant for the suspects arrest. Before it was practice to hold county jail inmates after their release date if they were suspected of being undocumented, giving I.C.E. time to detain them. Now San Diego Sheriff Bill Gore says unless his department is presented with an arrest warrant he is going to release them. Gore did not give an explanation for the new policy however the American Civil Liberties Union says they think it has to do with a recent federal court decision. The courts said holding someone in local jails without a warrant in a violation of the Fourth Amendment.

The whale carcass that washed ashore near the Mexican border is being cut apart and disposed of this weekend. The 50-foot long dead fin whale has been lying on the beach near Border Field State Park for about a week now. Researchers from the National Marine Fisheries Service are taking samples for the lab then the rest will be hauled to a landfill.

Today is Bike to Work Day. Originally it was supposed to two weeks ago but was postponed because of more than a dozen wild fires that broke out. San Diego Association of Governments organizes the event. SANDAG expects 8,000 riders and they have over 100 pit stops.

All the fun around San Diego’s world famous Rock N Roll Marathon kicks off this morning at 10:45 at the San Diego Convention Center. Boston Marathon winner and San Diegan Meb Keflezighi is leading the official start for the events.

Today the health and fitness expo opens. The marathon is this Sunday and starts at Sixth Avenue and Quince Street near Balboa Park and the finish line is at 13th and K streets near PETCO Park in Downtown.

60-years of Bring Your Own Booze is over for the San Diego traditional summertime Over The Line Tournament along with some other rule changes. The Old Mission Beach Athletic Club or OMBAC says on its web site that the new rules are being forced upon them by the city.

Notable changes are

1: No more BYOB

2: Alcohol will be sold inside the tournament playing area.

3: The tournament playing area will be a fenced and a controlled 21 years old and up area only.

OMBAC says the rule changes are because the voters banned drinking on the beaches without special permits and a group that was denied a permit last year sued the city crying foul.

And finally this afternoon at 1:00 environmentalists are protesting at Assembly Speaker Toni Atkins office at 1350 Front Street. They are upset that Atkins supports Assembly Bill 2145. According to the group the bill will make it imposable for communities to pursue clean energy.

The USS Vandergrift and about 200 sailors are leaving San Diego this morning after 7:45. The four-hundred-53-foot-long guided-missile frigate is going to fight drug trafficking along the Central American coast.

In court today two sentencings of note, both in San Diego’s courthouse.

First at 9:30 this morning Ramon Heredia will be sentenced for smashing a beer bottle over the head of another man while tailgating at Chargers versus Cowboys game. It was all caught on video and uploaded to YouTube.

Then at 1:30 this afternoon Johnnie Edwards and Mautofu Maiava will hear their fates for using a gun to rob several people outside a house party.

This morning at 9:00 San Diego Sheriff’s officials are talking to the press about an undercover sting they did that went after people who sold drugs over the internet.

Also at 9:00 San Diego Police, Coast Guard personnel, Urban Corps members and City workers are helping World War Two veteran Jess Busco clean up his home in City Heights.

The Board of Directors from the San Diego Association of Governments or SANDAG is talking about the trolley expansion projects at 10:00 AM.

Then at 1:00 this afternoon SANDAG is presenting a new mobile app that’ll give commuters real-time traffic cameras, toll price along with a bunch of other commuter friendly info.

It’s the first of its kind in the nation.

Starting at 10:00 AM Payless ShoeSource is giving about 200 kids new free summer shoes. The first 50 kids are clients of the child abuse prevention agency. The kids will be able to pick them out at Payless’s all over San Diego County.

Tonight at 6:00 the Surfrider Foundation of San Diego County is having its 14th annual art gala. It’s their biggest fundraiser of the year.

And finally at 6:30 the charity Mama’s Kitchen is hosting its 23rd annual Mother’s Day benefit dinner at the Hyatt Regency La Jolla.

Today is day two of strong Santa Ana winds and intense heat scouting San Diego County. Yesterday winds topped 100 miles per hour at one point. The National Weather Service says the winds are strongest in the morning and afternoons. A Red Flag Warning hasn’t been issued for San Diego yet. However Los Angeles, San Bernardino and Riverside to the north of San Diego do have one.

Today Cal Fire and 3rd Marine Aircraft Wing are training together at Camp Pendleton. It’s starting in the afternoon … Of course if a brush fire breaks out the training could be postponed.

This morning at 9:00 a report on how the arts in San Diego impacts the economy is being released at the Media Arts Center

The Bicycle Coalition and the San Diego Association of Governments are hosting a bike ride 9:00 AM followed by a news conference at 10 am. It’s all to kick off for National Bicycle Month.

This morning at 10:00 the National Oceanic and Atmospheric Administration or NOAA is giving tours of their ship that survey’s fisheries. The ship is set to be commissioned tomorrow and will be based in San Diego.

Also at 10:00 AM County Supervisor Ron Roberts is bragging to the press about his annual lawnmower exchange. This Saturday Roberts is helping to give people a $100 voucher for an eclectic lawn mower in exchange for their gas-powered one.

And finally tonight at 6:00 the Mexi’cayotl Indio Cultural Center is hosting a free showcase of Aztec dancing at Chula Vista High School.

California authorities have issued an Amber Alert for a 14-year-old girl thought to abducted by a 19-year-old man. Washington State Police say that Elizabeth Romero was kidnapped last Wednesday (that’s the fourth) by Eduardo Flores-Rosalas. He was last seen driving an early 2000’s dark green Ford Escape. Official believe the pair may be headed to Mexico through California. If you see Romeo or Flores-Rosalas call 911 or Kennewick Washington Police at 509-628-0333.

A winter storm watch is in effect for San Diego County’s mountains starting tonight and into tomorrow. A low pressure system is coming down from the North and will bring heavy snowfall along with strong gusty winds at elevations as low as 3000 feet.

At 9:00 this morning in San Diego’s downtown courthouse Jorge Sillas and Victor Gonzalez are scheduled to be sentenced for their part in a murder-for-hire plot connected to the infamous Arellano Felix drug cartel.

At 10:00 AM the San Diego Association of Governments Board of Directors is talking about how varying land use scenarios can reduce greenhouse emissions.

Marines and Sailors are getting free Christmas trees this morning. Trees for Troops is giving will give away 800 trees at Camp Pendleton at 9:00 AM.

And finally … Balboa Park’s 35th annual “December Nights” festival kicks off today at 3:00 PM.

Two more accuser steps forward accusing San Diego’s Mayor Bob Filner of sexually harassment and inappropriate touching.

First … 67-year-old Peggy Shannon, a great-grandmother, says the 70-year-old mayor sexually harassed her. Her lawyer Gloria Allred says that he “came over to her and suddenly hugged her and kissed her on the lips”. Shannon says that “Every day that I went to work I had butterflies in my stomach because I did not know what was going to happen the next time the mayor came by my desk”.

Second … an attorney Kathryn Vaughn says that Filner touched her inappropriately 10-year-ago while he was in congress. Vaughn is also an organizer for an anti-Filner march this Sunday at San Diego Civic Center at 2:00 PM

Over the weekend some of San Diego’s key freeways are going to be closed for constructions. Crews will be closing the 805 freeway between State RouteS 54 and 905 on Sunday August 18th from 3:00 PM until 5:00 AM Monday. They will be demolishing a bridge that goes over the 805 to make room for what is called a Direct Access Ramp.

Officials have dubbed the closures DARmageddon. That’s a combination of the acronym for Direct Access Ramp combined with the word Armageddon. DARmageddon

So … steer clear of the 805 on Sunday

And finally tonight at 6:30 San Diego State University is celebrating the start of a one point six million dollar cancer research project. The study is about how patients, survivors, and families deal with all of the issues surrounding cancers. It’s called “Managing the Cancer Journey”

San Diego’s Mayor Bob Filner is going to give the organizers of the Over the Line Tournament special permits to serve alcohol. The group FreePB.org is suing the city saying that it can’t ban alcohol on the beach and at the same time let it be served during the famously raucous tournament. The Mayor will issue the special permit this morning at 10:00.

This afternoon at 12:00 members of Move On dot org are rallying and marching against possible student loan interest rate hikes. They say that student loan interest could double on July 1 if Congress fails to act. MoveOn also want the interest on federally subsidized loans to be lowered from 3.4 percent to 0.75 percent. They will be rallying near San Diego’s federal building at Front and F streets.

The San Diego Association of Governments (or SANDAG) is hold two meetings tonight. First in Oceanside’s Public Library at 5:30 they will listen to the public about plans to expand the Oceanside Transit Center’s platform. And at 6:00 at the La Mesa Community Center SANDAG will take input about regional plans like land use, housing, and the environment.

This morning at 11:00 AM construction for the $44 million dollar Mid-City Rapid Bus project will start. On the corner of El Cajon Blvd and 30th … the project includes some new bus station, signs, and even special traffic lanes for buses.

And finally tonight at 7:00 the San Diego Debate Club is talking about the DOMA and Prop 8 Supreme Court rulings. The forum will be at the Moose Lodge on Ruffin Road.

In Vista’s courthouse the parolee accused of beating his girlfriend then kidnapping the couple’s 5-month-old child will be arraigned this afternoon. 42-year-old Kenneth Wayne Welch is being charged with Child endangerment, domestic violence, assault, attempted murder, evading police, and violating the terms of his parole.

Today is National Dump the Pump Day. There are events happening all over the county today. The San Diego Association of Governments (SANDAG) is celebrating at two major transit centers. They will be at Old Town Transit Center and the Escondido Transit Center at 6:30 this morning thanking commuters for using public transport.

Then this evening SANDAG is hosting another public workshop for the Rose Creek Bikeway Project. This project would fill in a 2-mile gap in the regional bike network.

San Diego County will start its annual “Cool Zones” program at 2:00 this afternoon at La Mesa’s Adult Enrichment Center. The program provides over 100 air-conditioned hangouts for senior citizens to beat San Diego’s oppressive summer heat.

A winning Powerball ticket was sold at the Excalibur Liquor store in La Mesa. The ticket got five numbers (but not the Powerball number) and is worth over 943,000 dollars. Powerball is played in 43-state and the odds of matching five numbers is about 1 in 175 million.
