The National Weather Service says the hot, dry and windy conditions put Eastern San Diego County’s valleys and mountains in danger should a fire break out. A Red Flag Warning is in effect until 8:00 Tuesday night. The National Weather Service says that temperatures could approach 100 degrees and winds will be gusting at 45 miles-per-hour.

Early this morning a small fire broke out in Spring Valley. That’s east San Diego County. Cal Fire is fighting and at this time no structures are threatened.

San Diego’s City Council Audit Committee is meeting at 9:00 this morning. They’re talking about how the facilities districts and residential real estate leases are performing. Then at 2:00 this afternoon the whole council is meeting with the Police Officers Association about holiday pay and how to retain SDPD employees.

At 10:30 AM San Diego County officials are introducing a new mobile app that give current water pollution levels for county beaches. More than 80 beaches across the county are being monitored with the app.

Tonight at 6:30 San Diego Public Library are continuing a series on Muslim perspective with a panel of four women talking about their American experience.

And finally tonight at the La Jolla Playhouse at 7:00 David Bryan the former keyboardist of Bon Jovi turned Tony Award-winning composer is talking about how he transitioned from rock-n-roll to Broadway.

San Diego State Aztecs beat New Mexico State Aggies in a nail biting NCAA game last night in Spokane Washington. It was their first game of the tournament and at the first half the Aztecs had a 12-point lead but it all feel apart by the end of the game. The Aggies came back but lost in overtime to SDSU 73-69. Next game for the Aztecs is North Dakota State tomorrow afternoon at 3:10 on TNT.

Here in San Diego at the Viejas Arena more NCAA Men’s Basketball tournament games start. First up at 11:10 AM Arizona goes against Weber State Gonzaga vs Oklahoma State after that. And at around 4:30 Virginia Commonwealth takes on Stephen F. Austin With UCLA vs Tulsa finishing off the night.

SeaWorld is celebrating its 50th anniversary today. They are unveiling a new entrance called Explorer’s Reef at 7:00 this morning.

At noon protesters calling themselves “Concerned San Diegans” will have an unveiling of their own. They are displaying a message outside SeaWorld on the corner of Sea World Drive at Sea World Way they say it showcases a new vision for Sea World in the 21st Century.

Jane Cartmill, President of San Diego Animal Advocates says … “We envision SeaWorld as it should always have been – providing real education in an eco-conscious environment.”

In court one sentencing and one arraignment of note, both at 1:30 this afternoon.

In Linda Vista’s juvenile court Kenneth Hamilton, who pleaded guilty to voluntary manslaughter, is being sentenced for shooting and killing two teenagers in Oceanside’s Libby Lake Park.

And Jayne Colantonio is being arraigned in San Diego’s courthouse and accused of stabbing and killing her boyfriend, whose body was found in the San Diego River.

The Maritime Museum of San Diego is opening the exhibit “Tattoos and Scrimshaw: The Art of the Sailor” this morning at 9:00.

Tonight at 7:00 the last concert for the guitar exhibit at Ruben H. Fleet Science Center is being headlined by Steve Poltz, a founding member of The Rugburns.

And finally at 8:00 tonight the San Diego Symphony is playing a concert of European music from both the Classical and Romantic eras at the Jacobs Music Center on B Street in downtown.

On the heels of several misconduct allegations, San Diego Police Chief William Lansdowne announces his retirement. Effective Monday March 3rd the 69-year-old law enforcement professional will leave the office he has led for over a decade. Within the past few years several officers have become embroiled in sexual misconduct cases … weather convicted or under investigation. Most notably Anthony Arevalos … convicted of sexually assaulting nine-woman while on duty. He’s serving 9-years in prison.

Reportedly mayor elect Kevin Faulconer met with Lansdowne. Faulconer says “The decision to resign was the chief’s, and the chief’s alone, I told him that I would support his decision.” Faulconer will announce the next step in choosing a new chief over the next couple of days.

Medical Marijuana dispensaries have new rules to follow. Yesterday San Diego’s City Council approved several new zoning regulations in an 8 to 1 vote. The city will now issue a 5-year conditional use permit to all dispensaries and a 1-year renewable public safety permit will come from San Diego Police. They will have to also stay 1,000 feet away from public parks, churches, child care centers, playgrounds, residential care facilities, schools and other dispensaries. They must stay 100-feet away from residential zones, and they are not allowed to have on-site medical professionals that can write pot prescriptions. Also only 4 dispensaries are allowed per council district.

San Diego City Council is busy today.

Starting at 9:00 AM the Budget Committee meets about updated to this year’s budget. Then this afternoon at 2:00 the Public Safety and Livable Neighborhoods Committee is getting together to talk about a proposed audit of the San Diego Police Department, e-cig regulations, and sinking a decommissioned Canadian destroyer adding to the scuba diving park off the coast near Mission Beach.
At 9:00 AM San Diego County’s Board of Supervisors is talking about more closely securitizing foreigners who want to learn how to fly.

Immigration reform activists are stopping at Republican Congressman Darrell Issa’s office this morning at 9:30 AM. Then this morning at 10:00 and 11:00, and this afternoon at 3:00 and 4:30 they’re talking to the press.

An arraignment and a sentencing this afternoon at 1:30 worth talking about.

In San Diego’s courthouse Nicholas Gervais is being arraigned for allegedly crashing into another driver and killing him while driving drunk and possibly high, going the wrong way on the 94.

In Chula Vista’s courthouse Salvador Martinez in being sentenced for trying to rob a Taco Bell with a knife. The police say witnesses were instrumental to his arrest.

Making Carlsbad a better city to walk and bike in is the topic of a community forum tonight at 6:00 at the Faraday Center.

And finally … tonight at 7:30 the Shen Yun Chinese music and dance extravaganza starts its five-day run at Escondido’s California Center for the Arts.

Breaking news…. This morning just before 4:00 AM a smuggling boat came ashore near the children’s pool in La Jolla. Reportedly over a dozen immigrants fled into the upscale neighborhood. Authorities called in the chopper … searched the neighborhood … arrested some…. more details will follow

Regional government is busy today.

First at 8:00 am the Port of San Diego Board of Commissioners is meeting to talk about its budget for next fiscal year.

Then this morning at 10:00 San Diego’s City Council is finishing up its examination of Mayor Bob Filner’s proposed budget, and then open discussion this afternoon.

Finally at 10:00 AM San Diego Association of Governments Board of Directors is meeting about the regional plan for the county.

A new Red Cross Blood Services Center is opening up this morning. The center will be a hub for planning community blood drives, recruiting blood donors and volunteers, and distribution. The grand opening is at 10:30 AM at 4229 Ponderosa Ave.

If you get out of work early drop by the Central Library at 2:30 PM and take in a movie. They are continuing their 2012 Oscar winner’s film series. Today they are showing Django Unchained.

Big concert weekend starting today.

First the 12th Annual Gator by the Bay Zydeco and Blues Festival starts this afternoon at 3:30. Over the next three days more than 60 acts are going to perform at Spanish Landing. It all starts this afternoon at 3:30

And finally Chula Vista’s own American Idol runner-up Jessica Sanchez is headlining Channel 933’s Summer Kickoff tonight at 6:00 in Chula Vista’s Sleep Train Amphitheatre.
