This morning at 9:00 31-year-old Jesus Arteaga Garcia will be sentenced for stabbing his pregnant and estranged wife who also happened to be a Customs and Border Patrol agent. Garcia fled to Mexico after the murder and was able to assert Mexican nationality meaning that in order for the United Stated to bring him back the death penalty had to be taken off the table as a possible sentence. There is no death penalty in Mexico and if Mexican nationals are wanted for a crime in another country Mexican authorities will not extradite unless the death penalty is removed as a possible sentence.

Also this morning at 9:30 the University of California at San Diego Medical Center is conducting a mass-casualty building collapse drill. UCSD Medical Center officials say that the “mass casualty and mass fatality” drill is meant to simulate catastrophes similar to the recent building collapse in Bangladesh.

Early this afternoon San Diego’s Mayor Bob Filner is hosting a youth summer employment summit with local business leaders. Connect2Careers is the new name for the redesigned “Hire-a-Youth” program. The program has about 400 youths signed up but only 60 companies. The Mayor hopes to change that.

Today Anti-Fracking activists all across the state are delivering petition to their local representatives to ban the controversial oil extraction method in California. In San Diego Democratic State Assemblywoman Toni Atkins will be the recipient in her office at 2445 Fifth Ave at noon.

Tonight at 7:00 activists will rally in support of comprehensive immigration reform on the west side of San Diego County Administration Building 1600 Pacific Highway. Some of the notable attendees are San Diego’s Mayor Bob Filner and Nathan Fletcher Chair San Diegans United for Commonsense Immigration Reform.

Protesters will gather at San Diego’s Federal Building at noon for 550 San Diego janitors that say they could lose their jobs without immigration reform. The protesters believe that the janitors would be eligible for the “pathway to citizenship” if congress was able to move on immigration reform. They will call for the President to suspend I-9 employment terminations until congress acts.

Also at noon San Diego City Council President Todd Gloria is announcing that the California State Historic Resources Commission named the North Park Water Tower an official historic site.

Today is National Bike to Work Day. In San Diego organizers expect over 7000 people to hop on their bikes this morning. Hundreds of pit stops have been set up all over San Diego County for the riders. Even County Supervisor Dave Roberts is getting in the act… He’s riding from Solana Beach to San Diego.

Camp Pendleton is hosting the Fifth Annual Recon Challenge this morning. Beginning at 4:00 AM participants will jump from a tower into a pool, assemble an M240 rifle underwater, and then race over an obstacle course.

More than 3000 students are graduating at Cal State San Marcos this morning at 10:30. And over the weekend more than 9000 student will walk at San Diego State University’s commencements.

And finally tonight at 6:00 El Cajon’s Recreation Department is hosting a “Kids Night Out Pool Party”. Parents and their children will be whooping it up at the Fletcher Hills Center and Pool at 2345 Center Place in El Cajon.

This morning at 10:00 Federal immigration officials are talking to the media about human trafficking. U.S. Citizenship and Immigration Services (USCIS) and U.S. Immigration and Customs Enforcement (ICE) representatives will talk about how people are tricked by smugglers and then enslaved. They are also going to talk about training available for local law enforcement and community groups that help victims become survivors.

Military firefighters are clearing brush today in a controlled burn at Marin Corps Air Station Miramar. Smoke and flames may be visible in the area from 9:00 AM to 4:00 PM

The University of California at San Diego is opening its new trauma center 10:00 AM

Remember the Sprinter commuter train from Northern San Diego County? It was shut down because of brake problems. Well it is going to start running again and the North County Transit District is going to tell us when this morning at 10:30 at the Oceanside Transit Center.

Back down South in San Diego the Metropolitan Transit System is awarding 40 high school seniors laptops for winning an essay contest about creative ways to increase public transit ridership.

San Diego City Council is having a special closed session meeting at 5:00 tonight to talk about labor negotiation. However public comment is scheduled on this at some point as well.

And finally a groundbreaking at 4:00 this afternoon for Montgomery High School … They are getting new classrooms, gymnasium, science lab, and lunch area.

Today is May Day and for San Diego that means immigration activists and labor leaders are taking to the streets this afternoon at 2:00. They will march from San Diego’s Civic Center Plaza in downtown to Chicano Park under the famous Coronado Bridge. The marchers are rallying for immigration reform. At 3:00 PM there is a similarly themed rally in Vista at the Vista Courthouse.

For San Diego politics two big things on the agenda.

First the City Council is starting a review of Mayor Bob Filner’s proposed $2.75 billion budget. The big item of contention is the delay of infrastructure bonds, meaning the city won’t be able to pay for pot holes and other infrastructure things to be fixed.

The second big item on the City Council’s agenda for 2:00 PM is the Public Safety and Neighborhood Services Committee thinking about banning retail sale of dogs, cats, and rabbits. This amendment to the municipal code would make it illegal to buy those pets from pet shops unless that dog, cat, or rabbit comes from a “city or county animal shelter or animal control agency, a humane society or a nonprofit rescue organization.

This morning at 11:00 AM the guy that runs the recently raided marijuana collective One on One Patients Association is talking to the press. Kenneth Cole, President of the collective says he is following state and local laws. He will be at the now closed collective at 11:00 AM in downtown San Diego at 923 6th Avenue.

Mayor Bob Filner is trying to get the Olympics to come to San Diego. His idea is to have San Diego and Tijuana host the event in 2024. However the International Olympic Committee says that their rules may prohibit the event to be hosted bi-nationally. But Filner says he is “undaunted”.

Southern California Edison says it is going to consider closing one or both of the reactors at the San Onofre Nuclear Generating Station. The UT San Diego reports that in an conference call Edison made the announcement blaming rinsing costs linked to the reactors 15-month long outage.

At 9:00 AM at the San Diego County Office of Education the state Department of Education is continuing to meet about school performance and testing. Local law enforcement is honoring those they have lost in the line of duty today at noon at the Organ Pavilion in Balboa Park.

And finally today is the start of National Bike Month. Local leaders including the Mayor are going to a ride bike from 401 B St. to the County Administration Center beginning at 9:00 AM.

San Diego’s Mayor and City Attorney are at it again. City Attorney Jan Goldsmith is now accusing Mayor Filner of allowing what the City Attorney is calling illegal marijuana dispensaries to proliferate.

In a press conference Goldsmith said “…the mayor has refused to allow case referrals to our office…”

In response the Mayor said “I’ve always enforced the law, that’s my job…”

The San Diego City Council asked Goldsmith to draft new pot shop zoning regulations to replace the current one. That is expected to take about a month.

The District Attorney is expected to file murder charges against the man accused of beating a prominent San Diego architect to death. 31-year-old Higinio Soriano Salgado worked for 56-year-old Grahm Downes and was at Downes’s house for a party and they got into a fight Salgado beat Downes so severely he is now brain dead. Salgado … arrested just after the fight ….will be in court this morning for a status conference when the new more severe charges will be filed.

This morning at 9:30 San Diego’s District Attorney Bonnie Dumanis is talking to the press about charges she’s filing against a couple that she says conned hundreds of senior citizens out of $1.9 Million. The couple will be arraigned this afternoon.

Protesters are marching at San Diego’s Federal Building today at noon. They are protesting the Department of Homeland Security’s employment audits. Protesters say that many of the people being fired for not having the proper papers would qualify as “citizenship path worthy” under a comprehensive immigration bill. They would like the President to stop the audits until the bill is passed.

This morning at 9:00 the San Diego Association of Governments Board of Directors is meeting and they will talk about extending the San Diego Trolley’s Blue line.

Today for Arbor Day there are two big events

First at 9:00 AM on campus at the University of California at San Diego volunteers will plant 23 Coast Live Oaks, 22 Torrey Pines and 19 Canary Island Pines.

Then at 10:30 the Friends of Balboa Park are having a “Tree Celebration” where people from San Diego Gas & Electric are going to talk about how to plant trees so they don’t interfere with underground or overhead electrical lines.

Greg Vaughn the Padre MVP in 1998 will toss out the ceremonial first pitch and Miss California 2010 Arianna Afsar is singing the National Anthem. In more newsy news

San Diego City Council is meeting today and on the agenda …

A modified agreement with the Tourism Marketing District or TMD and a mellower immigration reform referendum.

The TMD deal hit the spotlight when Mayor Filner refused to sign the agreement unless the contract was changed. After lots of political infighting some changes were made and it looks like the agreement will go though.

Last week some on the City Council tried to pass the immigration reform referendum but others on the council didn’t like the language. So some changes were made and it is back in chamber today too.

And in court today

The arraignment for the Marine accused of murdering a Navy veteran and leaving his body tucked in a sleeping bag in the back seat of an SUV parked near a grocery store.

And sentencing for Jesus Arteaga Garcia for the murder of his pregnant estranged wife in front of her 4 and 6 year-old children

Today is day four of the hotel workers hunger strike. It all began when the Hilton hotel started using e-verify to confirm the immigration status of their workers. Six workers quit and nine have yet to be verified. The nine say they are allowed to work in the states and that they only make $8.40 and an hour … all combined this is causing their families great pain. The nine are hopping to find out today at 5 pm if they can go back to work.

Six to nine foot waves will pound San Diego beaches today according to the National Weather Service. A six to nine foot wave means theses waves will have 12-18 foot wave faces. That’s huge. Along with the high surf rip currents are expected as well. Together they are very dangerous, just watch from the shore today.

Opening statements in the case against two men allegedly caught on surveillance video abusing an autistic man begins this morning at 9:00 AM in Vista.

At 9:30 the USS Cowpens is arriving at Naval Base San Diego. The Cowpens has been based in Japan for 13-years.

Sentencing at 1:30 this afternoon for the man shot by police inside a movie theater after he threatened his ex-girlfriend at gunpoint.
