The two teens arrested for arson in the midst of last week’s brush fires are in court today. Authorities arrested 19-year-old Isaiah David Silva and a 17-year-old for allegedly setting two patched of grass on fire. Witnesses say they spotted the pair lighting a fire near South Escondido Boulevard then another fire at Escondido’s Kit Carson Park. The police arrested them on Thursday night. Escondido Police Lieutenant Neal Griffin says there is no evidence linking the suspects to the brush fires that scorched 20,000 acres destroying several homes. The minor is set to have his detention hearing at 8:00 this morning in juvenile court and Silva will be arraigned at 1:30 this afternoon in Vista’s courthouse.

Ratifying the emergency declaration because of last week’s fire is top of the agenda for the San Diego County Board of Supervisors this morning at 9:00 AM. They are also looking at a proposal to waive permit fees associated with rebuilding for fire victims, a resolution to replace birth certificates and marriage license, and they’ll be reviewing the e-cigarette regulations.

At 10:30 the Port of San Diego and the city of Imperial Beach are celebrating finishing the refurbishment of the I.B. pier. They replaced about 90 percent of the wooden planks on the pier.

San Diego City Council is meeting at 2:00 this afternoon and expected to ratify Mayor Faulconer’s emergency declaration because of last week’s fires. They’ll also be talking about declaring a water emergency and how to get people to conserve water.

Chula Vista’s City Council is meeting at 2:00 PM also. They are listening to a presentation about next year’s budget and changing the local rules for adult businesses.

Tonight at 5:00 the San Diego North Chamber of Commerce is having a party to announce its new name.

And finally tonight at 5:00 San Diego Unified School District is honoring its “Classified Employees of the Year”. According the San Diego Unified’ s web site “classified employees are the non-teaching, support personal that include Special Education Assistants, Library Technicians, custodians, office staff and other key employees.”

Earthquake preparedness is the subject of a 10:30 AM press conference this morning with California State Insurance Commissioner Dave Jones.

Then at 11:00 San Diego County is unveiling is improved mobile emergency app. The new app has a bunch of new emergency planning features.

Wanda Podgurski is being sentenced this afternoon at 1:30. Podgurski was originally convicted of insurance fraud then she fled to Mexico where she taunted the San Diego District Attorney over twitter. She was extradited back to the states and now has a frailer to appear conviction to add to her record.

Tonight at 6:00 Marissa Bejarano and Marco Torres are hosting a fundraiser for San Diego mayoral candidate David Alvarez in their Chula Vista home.

And finally tonight at 6:30 people that want to join Carlsbad’s Community Emergency Response Team are getting their first orientation.

[trib_ndn vid=24601470]CHULA VISTA, Calif. — A Navy helicopter was forced to make an emergency landing in a South Bay park Thursday, but no one was injured.

Alex Noriega was at his Chula Vista home when he heard a military aircraft fly by his house, twice.Helicopter-in-Park

“All of a sudden we started feeling the house moving,” said Noriega.

The chopper landed two blocks away in Terra Nova Park, off of Hidden Vista Drive.

The park is located directly behind Clear View Elementary School, where Noriega’s son attends kindergarten.

“It’s sort of nerve-wracking to know that it was so close to the elementary school and the school was still in session,” said Noriega.

No one in the helicopter or on the ground was injured and the helicopter was not damaged.

San Diego’s Quick News Update 11-19-12

Over the weekend sixty-two hundred gallons of sewage spilled into the North County’s Moonlight Beach. According to authorities a clog in one of the pipes is to blame Officials closed the beach to swimmers over the weekend and it remains close today … until the water samples are tested and proven safe.

This afternoon housekeepers and food service workers at Sharp Grossmont Hospital are picketing over increases in healthcare costs. The hospital’s low wage workers say their part of medical insurance could rise eleven percent Labor and the hospital have been in negotiations since early summer but have not been able to reach an agreement.

And

This morning at 10 AM San Diego’s emergency winter homeless shelter will accept a large donation from United Healthcare. The donation will be enough to fund the shelter through winter.
