Fire Danger in San Diego. Hot temperatures, high winds, and low humidity prompt the National Weather Service to issue a Red Flag Warning for Southern California. Temperatures are expected to hit upwards of 90 degrees today with humidity falling below 10 percent. At this point the Red Flag Warning will be in effect until 6:00 PM Friday.

A man accused of raping women he met through the dating web site Christian Mingle is going to be in court today. The preliminary hearing for 37-year-old Sean Patrick Banks starts at 8:40 this morning in El Cajon.

Today at 10:00 AM a new Navy helicopter squadron is being created. The Helicopter Maritime Strike Squadron 35 … the Magicians … will have both manned and unmanned aircraft. The ceremony will be at Naval Air Station North Island.

Banning the retail sale of dogs, cats, and rabbits is one step closer to becoming law. San Diego City Council’s Public Safety and Neighborhood Services Committee says yes to the amendment to the municipal code. It now goes to the full City Council for a vote. If it passes businesses will have to prove the pets come from animal shelters to be able to sell them.

Today at 12:15 in the afternoon the Salvation Army and County Supervisor Bill Horn will commemorate the 62nd annual National Day of Prayer at the County Administration Building.

At 1:30 PM in Vista the young woman accused of more than 300 graffiti crimes will be arraigned.

And tonight the education activist group UpforEd is holding a meeting to talk about the proposed budget for the San Diego Unified School District. The meeting starts at 6:30 in the Ballard Parent Center, 2375 Congress St.

Arraignment for the man accused of beating a prominent San Diego architect to death is this afternoon. 31-year-old Higinio Soriano Salgado allegedly beat 56-year-old Grahm Downes to death at a house party. Salgado is being held without bail pending his arraignment.

Preliminary hearing begins today for the 7th and 8th grade English teacher accused of brining a loaded gun to work following the Sandy Hook shooting. 41-year-old Ned Carter Walker allegedly brought a 38 caliber pistol and a knife onto school grounds. He is looking at up to 5-years in prison if convicted.

At 10 Am San Diego’s City Council will talk about what it’s going to spend the new $5.5 million budget surplus on. One is spending $250,000 to keep a shelter for homeless veterans open until July 7th. The 150 bed shelter normally closes this time of year but with a new budget surplus announced Mayor Bob Filner wants to keep it and another shelter open longer. The other big ticket item is a $500,000 payment to end litigation of a parochial schools expansion plans.

Down in Southern San Diego County the Chula Vista City Council is considering a resolution in support of comprehensive immigration reform.

Two final Earth Day events today at noon. First the County of San Diego is collecting recyclables and demonstrating composting at the County Operations Center 5520 Overland Ave. Second the University of San Diego is announcing its plans to become a “Zero Waste” campus at the Student Life Pavilion on campus.

Tonight at 5:00 the San Diego Unified School District Board of Education is thinking about starting a $1.9 million dollar summer school program for at-rick-kids. The proposed four-week program is for kids in first, third, and eighth grade that are in danger of being held back.

On this day 50-year-ago President John F Kennedy gave the commencement speech at San Diego State University. The university is memorializing it today with a symposium about the speech at 12:30 PM in the Alumi Center

And tonight at 6:30 the Environmental Health Coalition is hosting its 2013 awards event. This year they are honoring advancements in children’s health.

San Diegans are reacting to the Boston Marathon Bombing.

In a KSWB FOX5 story Jason Sloss talked to Ray Barrios, a San Diego man that had just finished the marathon and was being treated for dehydration when the blasts when off. In the story Barrios says “I just figured it was a power line or something that exploded. I really didn’t think much of it – didn’t have a reason to believe anything suspicious or bad happening,”

San Diego Mayor Bob Filner released a statement saying “What happened in Boston today is deplorable and heart-breaking. The City of San Diego weeps with the people of Boston and we stand with you in a nationwide desire and resolve to find a solution to keep random, violent tragedy from striking. Enough is enough.”

Locally San Diego Police, Sheriff, and the airport are not ramping up security but the personnel that is out is practicing a heightened awareness.

Today at San Diego’s City Hall Mayor Filner is going to officially propose his budget for this coming fiscal year. He presented his $2.75 billion budget to the media in it he has $1.2 billion going to the general fund.

On the controversial side Filner is cutting his political rival City Attorney Jan Goldsmith office budget by $1.4 Million. City Council President Todd Glorria describes the cuts as “curious [and] unlikely to be implemented as proposed.”

At 4:30 PM this evening gun control activists are going to rally at Congressman Darrell Issa‘s office. The activists will be submitting petitions in favor of increased background checks for gun buyer. Issa’s office is at 1800 Thibodo Road in the Northern San Diego County city Vista.
