The two teens arrested for arson in the midst of last week’s brush fires are in court today. Authorities arrested 19-year-old Isaiah David Silva and a 17-year-old for allegedly setting two patched of grass on fire. Witnesses say they spotted the pair lighting a fire near South Escondido Boulevard then another fire at Escondido’s Kit Carson Park. The police arrested them on Thursday night. Escondido Police Lieutenant Neal Griffin says there is no evidence linking the suspects to the brush fires that scorched 20,000 acres destroying several homes. The minor is set to have his detention hearing at 8:00 this morning in juvenile court and Silva will be arraigned at 1:30 this afternoon in Vista’s courthouse.

Ratifying the emergency declaration because of last week’s fire is top of the agenda for the San Diego County Board of Supervisors this morning at 9:00 AM. They are also looking at a proposal to waive permit fees associated with rebuilding for fire victims, a resolution to replace birth certificates and marriage license, and they’ll be reviewing the e-cigarette regulations.

At 10:30 the Port of San Diego and the city of Imperial Beach are celebrating finishing the refurbishment of the I.B. pier. They replaced about 90 percent of the wooden planks on the pier.

San Diego City Council is meeting at 2:00 this afternoon and expected to ratify Mayor Faulconer’s emergency declaration because of last week’s fires. They’ll also be talking about declaring a water emergency and how to get people to conserve water.

Chula Vista’s City Council is meeting at 2:00 PM also. They are listening to a presentation about next year’s budget and changing the local rules for adult businesses.

Tonight at 5:00 the San Diego North Chamber of Commerce is having a party to announce its new name.

And finally tonight at 5:00 San Diego Unified School District is honoring its “Classified Employees of the Year”. According the San Diego Unified’ s web site “classified employees are the non-teaching, support personal that include Special Education Assistants, Library Technicians, custodians, office staff and other key employees.”

Lots of big things in court today.

First at 9:00 am in San Diego’s downtown courthouse the closing arguments in a law suit to end yoga in Encinitas schools. The parents that brought the suit say yoga is religious

Three important arraignments in San Diego’s downtown courthouse this afternoon at 1:30.

First Todd Francis owned the gun that discharged killing a fourth-grader playing with it. He is being arraigned on involuntary manslaughter charges.

Second Richard Allen Perez the domestic violence suspect that ended up in a SWAT standoff for about five-hours will be arraigned.

Third Robbie Gillespie was the driver of a car that collided with a fire truck killing his teenage passenger. Authorities say an open alcoholic container was found in the wreck.

And in El Cajon’s courthouse at 1:30 pm 82-year-old Clyde Jay Hayen will be arraigned. He is charged with killing his wife of 54-years after she served him with diverse papers.

Local politicos have lots on their plates as well today.

First at 9:00 this morning the San Diego County Board of Supervisors is meeting. They are talking budget and voting on a two year spending plan.

Then at 10:00 AM the San Diego City Council is meeting. On their agenda managed competition. This is a big deal because it’s the system that many contractors have to go through to bid on city funded projects. Then they are looking at a new Qualcomm Stadium security contract. And the last big thing on the agenda is the city’s proposed administrative budget.

Then the San Diego Unified Board of Education is meeting tonight at 5:00. They are expected to adopt the 2013-14 year’s $2.5 billion dollar budget and talk about making long term budget plans in the future.

Middle and high school student’s form over 30 schools are competing in the 16th International Robosub Competition this morning at 9:00. The contest pits underwater robot builder teams against each other at the Space and Naval Warfare Systems Center Pacific or SPAWAR Pacific TRANSDEC pool. Competition officials say they hope the contest will challenge “a new generation of engineers to perform realistic missions in an underwater environment.”

And finally at 5:30 this evening the San Diego Regional Chamber of Commerce is giving out its Small Business Awards. Local small and micro businesses will be honored in categories like most innovative product, customer service, and marketing.

Three hikers from San Diego County are still missing in the San Bernardino Mountains this morning. David Yoder, Ryan Shankles, and Miguel De La Torre went hiking Saturday from Fish Creek Trail to San Gorgonio Peak. They expected to be back by nightfall and did not have overnight gear with them. San Bernardino Sheriff’s re-starts their search this morning at 6:30.

County government is busy today. San Diego County Board of Supervisors is being giving its budget proposal for the next two years. They plan their budget two years at a time. The 2013-2014 budget is for 4.97 billion dollars. It is a 2.5 percent increase over last year. And the 2014-2015 budget proposal is for 4.81 billion dollars.

At noon County Supervisors Greg Cox and Dave Roberts are talking to the media about their campaign to find adoptive parents for kids in the foster program. They have 400 foster families now but need 45 more homes for kids in need.

And at 1:30 this afternoon Supervisor Ron Roberts is talking about the 14th annual lawn mower exchange program. The program takes gas-powered mowers in exchange for new electric mowers at a special low price.

Finally today at 4:30 PM San Diego Unified School District is celebrating its “Day of the Teacher”. Teachers are being honored at a late afternoon event at Kearny High School.

This morning a mother runs form police with her kids in the car. National City Police tried to pull over the woman with her two pre-teen or teenage children while they drove along East 8th at East Plaza Blvd. in National City. According to police the suspect decided to drive off very fast and she quickly crashed her Dodge van trying to go around a corner. She was taken into custody very quickly and the kids were taken to the hospital

The USS Princeton deploys today and will join the battle group led by the USS Nimitz. The ship and its 400 crew members will be gone for 6-months. At this point it isn’t known if the Princeton and its battle group will be sent to the Korean peninsula or not.

Now there’s an app for that. At 10 AM the State Air Resources Board and San Diego County are announcing a new mobile app that will give you air quality information.

Continuing with county news …at 11:00 AM county officials will hold a news conference announcing disaster plans for foster families, group homes, and childcare providers.

This morning at 10 AM the U.S. Nuclear Regulatory Commission is going to talk with Southern California Edison executives about their plans to restart the San Onofre Nuclear Generating Station.

County debuts sex offender alert system

[trib_ndn vid=24558755]SAN DIEGO — An online system that will automatically alert San Diego County residents if a sex offender registers in their area was launched Wednesday.

Residents who sign up at SanDiegoCountySexOffenders.com, enter their zip code and receive an email whenever the state’s Megan’s Law website is updated with a new registrant in their area.

typing“We get so busy in our daily routines that we may not be checking the Megan’s Law website as regularly as we should,” Supervisor Bill Horn said. “This system reminds us to be vigilant — it’s time to check again.”

The email alert will link users to the Megan’s Law website, where they can review profiles and find new listings.

“Knowledge is power, and this new notification system complements the ongoing efforts of law enforcement in San Diego County,” District Attorney Bonnie Dumanis said.
