A skateboarder is dead and a 17-year-old girl is under arrest. According to witnesses late last night just before 11:00 in the intersection of Palomar Airport Road and Carlsbad boulevard the skater was hit by a silver Chrysler sedan that sped off after the accident. Police found the car about a mile away and arrested the teen driver.

The record setting cold and stormy weather on the east coast is hitting home in San Diego. Many flights in and out of San Diego have been canceled, delayed, or diverted. Flights coming from or heading to airports in New York, Baltimore, D.C., or any of the airports in the storm affected swath across the east coast are affecting arrivals and departures in San Diego. For those trying to get here I bet it’s really disappointing, for those trying to leave probably not so bad. San Diego is expecting clear skies and tempters in the mid 70’s today.

Better here than there.

Food trucks and medical marijuana are today’s topics for Interim Mayor Todd Gloria’s press conference at 10:00 AM.

Then at 1:00 this afternoon San Diego County Water Authority’s Board of Directors is meeting about how they are going to deal with California’s drought.

At 2:00 PM San Diego City Council’s Economic Development and Intergovernmental Relations Committee is getting together for a special meeting. They are going to talk about one of their economic development plans, and the city’s hiring practices.

At 12:30 this afternoon the Coast Guard Cutter Boutwell is coming back to San Diego after two-moths at sea in the Eastern Pacific. While out they caught drug smugglers and saved three stranded fishermen.

Two notable arraignments in court today, both at 1:30 PM.

In Chula Vista’s courthouse Ramiro Espinoza is being arraigned and accused of shooting his ex-girlfriend with her 4-year-old very close by.

And in El Cajon’s courthouse Samuel Remson and Dominique Woods are being arraigned for supposedly stealing mail from over 100 people.

Tonight at 5:00 San Diego’s Armed Services YMCA is hosting is annual Father & Daughter Dance. They’re expecting 450 fathers and daughters.

And finally also at 5:00 PM the San Diego Military Advisory Council is celebrating its 10th anniversary at PETCO Park.

Earthquake preparedness is the subject of a 10:30 AM press conference this morning with California State Insurance Commissioner Dave Jones.

Then at 11:00 San Diego County is unveiling is improved mobile emergency app. The new app has a bunch of new emergency planning features.

Wanda Podgurski is being sentenced this afternoon at 1:30. Podgurski was originally convicted of insurance fraud then she fled to Mexico where she taunted the San Diego District Attorney over twitter. She was extradited back to the states and now has a frailer to appear conviction to add to her record.

Tonight at 6:00 Marissa Bejarano and Marco Torres are hosting a fundraiser for San Diego mayoral candidate David Alvarez in their Chula Vista home.

And finally tonight at 6:30 people that want to join Carlsbad’s Community Emergency Response Team are getting their first orientation.

It is cold in San Diego today. Now cold in San Diego is a subjective term. Today the low in the city is 46 degrees with a high of 61 and tomorrow it’s supposed to be even colder with a low of 43 and a high of 57. Parts of San Diego’s East County are even expected to hit the freezing point over the next few days too. The cold snap is expected to run through the weekend

This morning at 9:00 AM San Diego’s annual Project Homeless Connect will start helping the homeless at downtown’s Golden Hall. The annual event helps homeless people get access to city services and gives them things like clothes and luggage. Last year they helped over 1100 people and they hope to help more this time around.

In court this afternoon at 1:30 there is a sentencing and arraignment of note.

First in San Diego’s downtown courthouse twitter taunter Wanda Podgurski is being sentenced for a frailer to appear. Podgurski was convicted of insurance fraud in San Diego then she ran to Mexico. While in Mexico she was taunting the District Attorney over twitter, drawing attention to herself and reviling her location. Mexican authorities arrested then deported her back to San Diego.

Then in Vista’s courthouse Kristopher Nesmith is being arraigned. He’s accused of stabbing a 67-year-old man during some kind of domestic dispute.

In Escondido at 10:00 AM Palomar Health and the Mayo Clinic are announcing their new collaboration. This will be the first time the Mayo Clinic is collaborating with a California health care system. What they are collaborating about is top secret until the big revile at the press conference.

At the Encinitas Farmers Market late this afternoon at 4:00 County Supervisor Dave Roberts will ask San Diegans to buy locally grown food over the holidays. It’s all part of the San Diego North Chamber of Commerce’s Think Local First initiative. They say it helps to create jobs and keeps people health when they buy locally grown food.

At 10:00 AM the University of California San Diego’s Training, Research, and Education for Driving Safety program is launching its distracted driving project. It’s a free one-hour class funded by the state that’s supposed to show drivers what could happen if they use a smart phone while driving.

And finally … Carlsbad Unified School District is helping to guarantee that its students can go to college. Tonight at 6:00 the district and Cal State San Marcos are signing a memorandum of understanding that will guarantee Carlsbad District students addition to CSU San Marcos … Assuming they meet the minimum requirements.

San Diego Police SWAT is wrapping up an all-night standoff at a Mountain View home. Mountain View is a neighborhood in South Eastern San Diego. A woman was holed up in the home since all night after a severely injured man was found on the sidewalk. The man later died. Police arrested the suspect at around 4:15 AM and are still at 3700 Franklin Avenue investigating.

A woman’s body was found face down on the Barona Indian Reservation in far East San Diego County. An autopsy is being conducted to figure out if it’s the body of missing 79-year-old Mahria Mansury. Mansury’s 42-year-old daughter, who lived with her mother, was taken in for questioning by police.

This morning at 8:30 San Diego County and the City of Carlsbad are holding a disaster drill at the McClellan-Palomar Airport. They’ll have actors dressed up like disaster victims and propane fueled fires for realism.

Then at noon the San Diego Regional Economic Development Corporation, San Diego Sport Innovators, and San Diego Workforce Partnership are releasing a study about the sports industry’s economic impact on the San Diego region.

And at 6:00 tonight the city of El Cajon is having another meeting about how to spend a one point four million dollar Community Development Block Grant.

The University of San Diego is hosting a conference on the link between peace and commerce called “Leadership for Peace and Prosperity Conference”

Women and leadership is the topic of a speech by Sila Gonzalez-Calderon at Cal State San Marcos tonight at 6:00

And finally at 2:00 this afternoon the Museum of Contemporary Art San Diego, La Jolla Playhouse, and the University of California San Diego are all teaming up for a four-day art festival called “World Without Wall”. The whole thing is going to be set up in and around the La Jolla Playhouse

Police are investigating a fatal Officer Involved shooting this morning. It all happened last night at 8:07 and began with a traffic stop. Details are still coming out this morning.
What we do know is that members of San Diego Police’s gang unit are involved. U-T San Diego is reporting no officers were injured.

Lots going on in court today.

This afternoon at 1:30 in San Diego’ courthouse two big arraignments.

First for James Monroe Shaw. He is accused of shooting an 18-year-old in a car near his Alta Vista home.

Second is for Angelo Fabian Arroyo. He is accused of crashing his tuck then running away leaving his severally injured 4-year-old behind.

Then in El Cajon’s courthouse Salem Zora will be arraigned. He’s accused of stabbing his wife to death.

Justin Meltzer pleaded guilty to shooting his ex-wife two-days before Christmas 2011

And Samuel Sullivan pleaded guilty to drunk driving and crashing into a San Diego Police car

This morning at 10:45 the President of United Food and Commercial Workers Local 135 is talking to the media. The union is concerned about enterprise zones. They say it’ll cost taxpayers without the promise of more jobs.

Carlsbad’s desalination plant is celebrating its early construction this morning at 11:30.

At 5:30 tonight Cuyamaca College’s 35th commencement ceremony will honor 500 graduates

Tomorrow is National Donut Day. As a special thank you to our FOX5 viewers, the Salvation Army will be giving away free Krispy Kremes and coffee today in front of the FOX5 studios. The fun takes place form 7:00 AM to 10:00 AM on Engineer Road in Kearney Mesa. National Donut Day is usually held on the last Friday of June. It was established by the Salvation Army in 1938 to honor the donut lassies who served treats to soldiers during World War One.

We’re all keeping our eyes on Japan Airlines today. They are thinking about putting their Boeing 777’s or Dreamliner’s back in service and that means direct flights from Tokyo to San Diego could resume. Japan Airlines started the direct flights on December second but then had to cancel them when the Federal Aviation Administration grounded the Dreamliner’s because of mechanical problems.

Also today the Northern San Diego County city of Carlsbad is talking about limiting the amount of time people can park on their streets. This is important because Carlsbad has some people living in their cars, vans, or recreational vehicles. A Carlsbad church offered up their parking lot for the transient population but they were shut down because they aren’t zoned for that kind of use. The city council is taking public comment via email … send them to transportation@Carlsbadca.gov

And today through Friday the Space and Naval Warfare Systems Command or SPAWAR is hosting a three day defense technology event at the San Diego Convention Center. The event is free and open to the public. SPAWAR says there will be over 12,000 attendees looking at the latest tech for communications, electronics, intelligence, information systems, imaging, military weapon systems, aviation, and shipbuilding
