Sewage flowing out of the Tijuana River into the ocean near the US – Mexico border prompts officials to issue a contamination alert. San Diego’s Department of Environmental Health or D-E-H says that a pipeline brake at a reservoir let the sewage loose. The waters from the Border north through Imperial Beach are not safe for swimming. The D-E-H will retest the waters soon but until then signs warning people of the health hazards will remain up.

The National Weather Service issued a high wind warning for San Diego County’s mountains and deserts. They warn us that sustained winds of 25 to 35 miles per hour with gust up to 60 will scours the east county. They go on to warn drivers to watch for debris and that people driving high profile vehicles like semi-trucks and RV’s should be extra careful.

There is an arraignment and sentencing of note today.

First at 8:00 AM in El Cajon’s courthouse Hector Hoyt’s arraignment for a fatal hit and run while driving a San Diego Gas and Electric truck. At the time 55-year-old Hoyt worked for SDG&E. He’s accused of hitting 54-year-old Robert Fisher on January 6th then taking off, all while driving an SDG&E Ford 550 truck.

Then at 1:30 this afternoon in Chula Vista’s courthouse retired firefighter and former Commodore of the Coronado Yacht Club is being sentenced for molesting a neighbor girl.

San Diego Association of Governments Board of Directors continues their annual retreat this morning. They are at Lakeside’s Barona Resort all day talking about car sharing and rapid transit.

At 10:00 AM San Diego Police and Sheriff’s announce their new campaign against human trafficking. They are highlighting some legal changes that will impact businesses.

And finally tonight at 11:00 PM the Indochinese Association of San Diego kicks off the Year of the Horse with fireworks, a dragon dance, and traditional Chinese music.

A suspect is in the hospital following a high speed pursuit that ended near the San Diego / Tijuana border. Last night at 6:23 the chase began on southbound Interstate 15 near Mercy Road. Authorities say the suspect hit three patrol cars while driving away in a pickup that was thought to be stolen. The pursuit came to an end near the border after officer fired on the suspect. Authorities shut down the border for over 5 hours. The suspect is expected to recover from his injuries.

A judge will hear public comment on where to put sexually violent predator Douglas Badger this morning at 9:00 in San Diego’s downtown courthouse. Authorities have decided that 70-year-old Badger OK to release. But because he is classified as a sexually violent predator he still needs to be supervised. Badger’s original 1981 conviction is for sexually assaulting men he picked up hitchhiking. Then he picked up extra time for assaulting fellow inmates while in custody. The Department of State Hospitals has proposed placing him in a trailer in far southeastern San Diego County City of Campo. He would be just over 2 miles from an elementary school.

At 1:30 this afternoon in Vista’s courthouse Luis Bolanos is on the schedule to be arraigned for taking a handgun to Palomar College and allegedly calling Sheriff’s deputies and telling them he was going to get into a shootout with them.

And finally at 11:00 AM at Spanish Landing the environmental group Wildcoast is unveiling an app that will show the latest water quality in San Diego County beaches.

High surf and strong rip currents are scouring San Diego’s west facing beaches through noon Tuesday, according to the National Weather Service. Surf will be three to five feet with the occasional six footer. The big surf combined with the extra high tides is will combine to create the strong rip currents. Inexperienced swimmers should stay out of the water till this is over.

San Diego City Council is meeting all day today. First at 9:00 AM the Audit Committee is talking about an audit of police patrol performance. Then at 2:00 the full council gets together and top of the agenda is an increase in housing impact fees. This is a fee from non-residential construction that is used to help pay for affordable housing.

At noon San Diego County is releasing its Prescription Drug Abuse Report Card.

This morning at 8:00 AM the crime lab from Chula Vista’s Police Department is showing high school’ers how math is used to fight crime.

And finally at 6:30 tonight in the San Diego Public Library downtown the 150th anniversary of the Gettysburg address is being honored with a re-reading of the famous speech by author and columnist Richard Lederer.

It’s going to be hot today

Parts of San Diego County will top 100 degrees today. Starting at 6:00 AM there fire restrictions in the Cleveland National Forest because of high wild fire danger. That means no camp fires or open flame cooking and no smoking except for in your car or house.

Also San Diego County has several cool zones set up to help you beat the heat. There is a link to the list in the text of this Bowler’s Desk story. Or you can Google “San Diego County cool zones” and the first two links will take you to the list.

With many of us heading to the beach this weekend it’s good for you to keep in mind that if you get a ticket you can work it off in the City Attorney’s Instant Justice program. The Instant Justice program will start its third year today and run through July 7. In this program people that get certain non-traffic tickets can serve 8-hours of community service cleaning the beach in lieu of paying a fine. And the office will not appear on your record. Common offences are drinking in public, smoking in the park, littering, and urination in public. If your offence qualifies meet authorities at the Pacific Beach Shore Club 9:00 AM on July 8th with $40 dollars cash.

Three sentencing’s on the docket for today. The first two are in San Diego’s downtown courthouse

At 9:00 AM David Zepeda will be sentenced for his part in a multimillion-dollar foreclosure scam.

Also at 9:00 this morning Anthony McCarary will be sentenced for shooting a woman in the head after she rebuffed his advances

Then at 9:30 AM in Vista’s courthouse Fidel Perez Bernal will be sentenced for raping an intoxicated woman.

San Diego Association of Governments Board of Directors is getting together to talk about a yearly oversight committee report about Transnet tax funds. Then at noon San Diego’s Mayor Bob Filner is meeting with the press in what he calls a “Pen and Paper” meeting.

Tonight at 7:30 the San Diego Symphony kicks off a special two night Summer Pops series featuring the music of the Rolling Stones.

Sewage contamination signCORONADO – – Authorities issued an ocean-pollution warning for the Silver Strand Wednesday due to an influx of storm-driven sewage out of the Tijuana River.

Northward-drifting wastewater sent into the sea by this week’s rains prompted the alert, which extended an existing contamination advisory off the coast of Tijuana Slough National Wildlife Refuge and Imperial Beach, according to the county Department of Environmental Health.

Signs warning of sewage-contaminated surf will remain in place along the stretch of shoreline in southern Coronado until follow-up tests deem the area safe again for recreational use.

Some of San Diego’s most important Democratic politicians will urge President Obama to stop the sequester today. Congressmen Scott Peters, Congressmen Juan Vargas, Mayor Bob Filner, and Councilmember David Alvarez are talking to the media at 8:30 this morning along with Derry Pence President of the Port of San Diego Ship Repair Association. They are worried about how the sequester will affect San Diego maritime industry. Congressman Peters has been making the rounds talking about the sequester and how he thinks it will affect San Diego.

Today the 3rd Marine Aircraft Wing and Marine Corps Air Station Miramar will salute the Tuskegee Airmen with a colors ceremony. A colors ceremony is when service members present the nation’s flag, this ceremony will be in honor of the nearly 1000 African-American pilots that broke race barriers and trained at the Tuskegee Army Air Field.

San Diego has another feather in its cap. Trip advisor dot come named La Jolla Cove one of the country’s best beaches. The cove came in at number eight. The number one Trip Advisor beach in the world is … Rabbit Beach in Lampedusa Italy.

Sheriff’s Deputies are investigating the shooting death of two people this morning at a far north east San Diego County home. Last night at around 9:00 PM someone called 9-1-1 to say that two people were shoot. Deputies arrived about 5 minutes later to find one adult man and adult woman both with gunshot wounds. They were declared dead at the scene. In a press release Sheriff’s Deputies say “…we do not believe there are any outstanding suspects. Detectives are still trying to determine a motive for the shooting.” Many interpret this to mean murder/suicide but there hasn’t been any official confirmation of this.

This morning at 10 AM a San Diego County prosecutor is being sentenced today for conspiracy to obstruct justice. Allison Debow was convicted of the charge because she asked a San Diego Police Sergeant to fix a ticket for her. She was ticked for not wearing a seat belt … a $142 fine … with this conviction it’s mushroomed into possible a year in jail. Debow learns her fate at 10 AM.

This morning snow continues to fall in San Diego County’s mountains. Last night 4 inches fell at elevation over 3500 feet and about a foot at elevations over 4500 feet. Snow flurries are even blanketing elevations below 2000 feet. That’s about a 30 minute drive east of beach. So yes you could drive your pick-up to the snow, fill up your truck bed with snow, then drive to the beach and build a snowman and go surfing all with in about an hour and a half.
