BowlersDesk.com Political Podcast Barrio Logan Zoned Out

I asked myself what San Diego political issue is both under talked about and very important to the mayor’s race?

The answer for me is Barrio Logan zoning regulations.

Now before you yawn think about this …

While at first blush zoning regulation don’t seem that exciting, these rules determine what you can do with your land, what business are allowed in a community, even how many people are allowed to live in a neighborhood.
So zoning has a direct and very important impact on your life.

Barrio Logan is a community created when the 5 freeway was built, bisecting Logan Heights. Under much protest and cries the freeway went through. Then the Coronado Bridge was built and sparking loud protests witch eventually lead to the creation of Chicano Park.

Now the community there wants to create some industrial free zones.

There is a lot of industry in Barrio Logan, lots of heavy industry. The most notable is the maritime industries. They pay a lot in tax, employ lots of people, and are very important to the city outside of the barrio.

This issue is making its way into mayoral election politics is some very interesting ways. The issue has a racial component that could be part of the reason the next mayor wins or why his opponent loses.

Barrio Logan was born fighting.

And the people from there don’t back down, they are used to long fights.

This time on the Bowler’s Desk Political Podcast I sat down with Georgette Gomez from the Environmental Health Coalition. She’s a Barrio Logan native. She has a lot of interesting things to say about her almost decade long fight to make changes to the Barrio Logan zoning rules.

This time we are on board the official Greenpeace ship Rainbow Warrior II.

The original was blown up by the French equivalent to the CIA. So Greenpeace just built another one. This one has a very interesting and avant garde design. The ship has a traditional engine, an electric engine, and two sails. However the sails don’t fly from a traditional mast. Greenpeace is hopping the new design they’re using will work as a proof of concept showing cargo ship builders that using sails are viable for cargo vessels. It’s a very cool and interesting design defiantly worth a serious look.

We talked to her Captain Capitan Joel Stewart

And Green Pease Oceans Campaigner Casson Trenor.

It was a fascinating hour.

We talked about the Greenpeace ship that was seized by the Russian military and the 30 activists that were arrested. We talked about one ironic aspect to global warming and Arctic oil drilling. We talked about Bumble Bee Tuna and read parts of a letter from the San Diego Bumble Bee CEO.

Rory is campaigning hard for the underdog in San Diego’s mayoral special election.

We sat in the back of David Alvarez’s tiny Encanto campaign office … Lots of kids, community members, and part activist excited to hit the streets and campaign for the dark horse candidate. No one thought his campaign would gain the momentum it has.

Last UT San Diego poll has him neck and neck with Nathan Fletcher.

Who is going to show up at the polls?

Who can rally their people?

Will the traditional San Diego Democrat get votes in San Diego?

Who is going to show up?

How did Alvarez gain so much ground in such a short time?

It’s interesting to me because Alvarez was such an underdog and now he’s a contender.

To me his campaign doesn’t seem to be that different substantively this time around, with the exception of his staff.

Reaching across the aisle and working with other is a main theme.

His campaign wants voters to see him as the boss you like. Firm but fair.

Hello and welcome to this special BowlersDesk.com Political Podcast.

This week Ric Epps and I tackled the tough issue of gun control.

No matter what side of the gun debate you fall on everyone needs to be at the table on this. Both fervent pro gun activists and anti gun activists.

We went out to a pro-second amendment rally in east San Diego County. The Lemon Grove Rod and Gun Club hosted the rally. They let anyone that wanted to come out and shoot guns, under the supervision of a club member of course.

We sat down with California State Assemblyman Brian Jones. Brian is a Republican from the 51st assembly district, that’s east San Diego County from Santee out to the Imperial County line. One of the platforms in his campaign was gun ownership. He is a fervent supporter of it. He opposes any gun registration laws and thinks Americans should be able to buy any kind of gun they want.

Sam Paredes the Executive Director of Gun Owners of California also joined us. Sam is as fervently pro-gun as the Assemblyman.

Now for the sake of full disclosure you need to know I am not what could be called pro-gun. I do not believe that you should be able to buy a 50-caliber car mounted machine gun. However I think there are responsible gun owners’ out there. And like most Americans I fall in the grey space between this issue.

Ric and I hope that this is the beginning of a dialog about the issue. Everyone needs to be at the table in a genuine and sincere way on this issue. We just started with the pro-gun people and hope to bring you a Political Podcast with anti-gun activists soon.

He is the son of a farm worker and grew up in one of San Diego’s toughest neighborhoods, Barrio Logan. He met us at his campaign headquarters which is also his garage. The soft-spoken Alvarez is confidante he’s going to win this and is trying to cast himself as the “new normal” or “new typical” face of San Diego.

It was enlightening and interesting.

He promises to fight hard and loud.

We talked to two of the organizers.

1: Republican Kathryn Vaughn: Member of USO San Diego Board of Directors and Partner with Vaughn & Vaughn Attorneys at Law. She was named California’s Volunteer of the Year in 2010 and is a workshop leader on sexual harassment in the workplace.

2:Democrat Karen Cebreros: Founding Partner of Track the Impact and Member of the Rotary Club of San Diego. She is also a founder and former director of the International Women’s Coffee Alliance and a strong advocate for sustainable and ethical farming practices around the world.

This event describes itself as a “grassroots group [that] began with both political affiliations sitting around a dining room table, united together to call for Mayor Bob Filner’s resignation in the face of what is now known to be a long-standing pattern of overwhelming inappropriate and harassing behavior towards women.

We also talked to the self described Public Relations “flak” David Oates from Stalwart Communications … he’s the guy that helped to organize the organizers. He shared his insight about the kind of people that came out for the resign/recall rally.

Along with the Filner fiascos we talked about the Tourism Marketing District, the prevailing wage vote, and a bit of party politics.

But he is pushing, in a very polite way, for Filner to resign, along with nearly everyone on the council, Republican or Democrat.

This time around Ric Epps and I (Matthew Bowler) talked all about the Bob Filner fiasco.

Filner a former Congressman, City Councilman, and current San Diego Mayor is embroiled in the mother of all sex scandals. At the time I wrote this seven women came forward and levied sexual harassment allegations against the powerful Democrat. These woman says Filner grabbed them, groped them, and in some cases aggressively kissed them. One accuser described Filner slobbering all over the side of her face.

This scandal has gripped the nation.

No the Mayor is entering a two week intensive behavior therapy, sort of a rehab.

We talked to Francine Busby the Chairperson of the San Diego County Democratic Party. She gave Ric and I an inside look at the Democratic party.

The Errors Leading to Austerity

Kenneth Rogoff and Carmen Reinhart

The study used as rationalization for global economic austerity measures is facing serious challenges and some glaringly obvious errors are being pointed out.

The study Growth in a Time of Debt by Carmen M. Reinhart, Kenneth S. Rogoff has been a popular justification with conservative politicians for cutting public spending (usually on things like unemployment and medical care) and slashing public debt.

In the study the two Harvard economists argue that if countries debt exceeds 90% of a nation’s Gross Domestic Product (GDP) that its growth could be seriously affected. Many conservative politicians looking to cut spending jumped all over it. They were like sharks smelling blood in the water.

What could be better two smart Harvard economists saying cut spending? That’s perfect.

Now I’m not going to get into what they wanted to cut and why, that is an entirely different discussion.

However I do want to talk about the glaring errors in this study.

In the New York Times Annie Lowrey talks a lot about the arithmetic mistakes made by Reinhart and Rogoff. However she stops just short of saying the study is doomed because of them.

Thomas Herndon a Doctoral Candidate in Economics at University of Massachusetts Amherst along with his professor Michael Ash makes much more serious criticism in an interview on the Real News Network.

They say of the Reinhart and Rogoff paper

“HERNDON: There was actually a few errors. The one that’s received a lot of the media attention has been the spreadsheet error where they average 15 out of the 20 countries instead of 20 out of the 20 countries. Additionally, we found that there was kind of an unconventional way to make the average. Instead of looking at all 96 observations for their over-90 category and then taking the average with those 96 observations, they first averaged by country and then averaged the country averages. This has the effect, though, of making countries with very little experience over 90 weighted higher than countries who have spent, for example, two decades over 90.

ASH: If I could make that concrete, to give you an–so, much of their result turns out to hinge on New Zealand’s experience in 1951. New Zealand had a serious recession in 1951 at a time when it had a high public debt ratio. And so that value for New Zealand in 1951 (happens to be -7.6 percent) ends up having as much importance in their paper as Great Britain’s 19 years in the high public debt category when its average growth was 2.6 percent per year. So we’re holding up -7.6 for New Zealand for one year against 20 years for Britain at 2.6 percent growth, and those have equal weight in their finding. To give you a baseball analogy, someone who’s been up five times and is hitting .200 is going to get equal weight in deciding whether that person’s a good hitter or not [incompr.] look at them at the end of the season and [incompr.] hit, you know, .315 with, you know, several hundred at-bats.”

So one year in New Zealand is equal to 19 years in the UK? That is just ridicules.

If true these errors are so obvious and clearly slanted that I am very suspicious of them. These two economists are too smart to have messed up this much on accident.

Annie Lowrey had a more sedate response to the errors, writing “The debate … is far from over.”
